Charter for the formation of Regional Government of Fenbar:
The Founder of Fenbar, recognising the need for a stable form of Regional Government, hereby grants the region of Fenbar the authority to set up, maintain and enact a form of stable, democratic governance.
The Regional Government shall be set up in a bicameral system, with three divisions:
The Legislative Branch:
~ The Founder: As DS of Fenbar founded Fenbar, he must always be obeyed.
~ The WA Delegate: Fenbar's representation to the World Assembly. Whoever is the Delegate, they must obey the founder, and must not abuse their power, or risk being removed as Delgate or possibly ejected from the region.
The Parliament:
~ The Parliament is made up of the members of parliament.
~ The Parliament forms the Upper House of the Fenbar bicameral government.
~ The Parliament has the power to make additions and changes to the Regional Charter and Constitution. In order for these changes to be ratified, they must gain a simple majority in a full region vote and then be endorsed by the Founder.
~ The Parliament has the power to create new regional and forum rules.
~ The Parliament may create, abolish, or modify positions, provided that said positions are not defined in the charter or constitution. If this is the case, the Parliament must go through the normal procedure to change the charter or constitution.
~ The Parliament can enact treaties, alliances, and declarations of war with other regions.
~ All members of Fenbar may contribute to the discussions and debates of the Parliament, but only Parliament members can make changes to proposals and vote in the Parliament.
~ The members of Parliament are:
-The Prime Minister
-The Foreign Minster
-The Adminstration Minister
-The Recruitment Minister
-The Sports Minister
~ The Prime Minister: The Prime Minister presides over the Parliament. It is the Prime Minister's responsibility to establish procedure with how proposals are submitted, discussed, and voted on, and then to ensure that members follow that procedure.
~ The Minister of Foreign Affairs: The Minister of Foreign Affairs is responsible for overseeing all diplomatic efforts of Fenbar. This includes but is not limited to negotiation treaties and alliances with other regions, representing our region in diplomatic affairs on the NS Forums, and setting up regional embassies on other region's forums. All treaties and alliances must be ratified by the Parliament.
~ The Minister of Administration: The Minister of Administration is responsible for administrating, moderating, and maintaining the regional forum. . The Minister of Administration may also create and maintain other web pages for the region. The most important role that the Minister of Administration must fill is seeing that elections take place at their regularly scheduled time and that these elections run in a smooth and orderly fashion.
~ The Minister of Recruitment: The Minister of Recruitment is the chief recruiter and in charge of the region's recruitment effort. The Minister of Recruitment is to coordinate the region's recruiters so that recruiters do not send multiple recruitment letters to new nations. In addition, the Minister of Recruitment must post recruitment letters once a day in the civil headquarters of the Pacific, the North Pacific, the East Pacific, the South Pacific, the West Pacific, Lazarus, and the Rejected Realms regions. It is his responsibility to ensure the steady flow of new members, to welcome those new members to the regions, and to retain the members we do have.
~ The Minister of Sports: The Minister of Sports must organise regular sporting events for the region, and is also the representative of Fenbar to the wider world in terms of Sport. The Minister of Sport must also ensure relative success in worldwide competitions. He must keep the Sporting side of Fenbar fresh and up to date. He can propose new events, and is in charge of organising these events.
~ The Executive Commitee: The Executive Commitee is a commitee made up of 10 members who have been voted in by the rest of the region. The Executive Commitee forms the Lower House of the Fenbar Bicameral Government and must vote on any laws and rules that are passed by Parliament. It essentially exists to make sure that the Parliament does not abuse its power.
Elections:
~ Elections will be scheduled using months as the standard unit of time. The number of days per month, for the sake of convenience, will be considered immaterial.
~ Elections will be announced on the first day of an election month, applications for candidacy will be opened and campaigning can begin.
~ Candidates may only apply for one position.
~ On the 8th of an election month, applications will close and voting will begin. Voting will continue for four days until the 12th, after which the polls will close and the winners will take up their posts.
~ In the event of a tie, a runoff election will begin and last a further four days.
~ Length of term shall be defined as being no less than two months and no more than three.
Conclusion:
The Regional Government of Fenbar shall be restricted in its actions by the Fenbarric Constitution. The Constitution shall be drafted by The Provisional Regional Government, brought into effect by democratic vote and only amended by further democratic process.
This Charter does not relinquish the ultimate authority of The Founder of Fenbar - Democratic States of Fenbar.
